One of the ECCD program activities is to provide the community preschool construction with latrine attached. One of the process to implement this activity is to have the community contribution for instances laboring, support local resources (sand, rocks, wood…etc) as this will be their valued contribution and promote the community ownership. This activity is to support the national policy regarding accessing as this will increase number of children enroll in the community and improve the existing preschool class conditions as there were very weak and poor and can be danger for children.

The significant of the process is the community members pay their attention and interest to the activity and highly valued of the supporting especially parents and youth in the community. During the Annual Program Participatory Review (APPR) 2012 conducted in Muang district, there were 3 different ethnic villages selected to implement such as Muser Kao(White), Khmu, Hmong and Akha. What discovered from this experience was to understand the attitude and perspective about Plan program implemented such as ECCD, BEP, WASH…etc It is noticed that most of the feedbacks from the community members and children are about the changes of sanitation and hygiene improvement for instance children understood washing hands through 7 steps, drink boiled water, cooked food, establish toilets at home and stop practicing open defecation behavior and understand the negative impact once existing behavior is not changed and improved. In term of tangible support from Plan, the community members and children knew what Plan had supported in the recent years for instance provision of school materials for preschools and primary schools and infrastructure improvement and they utilized them for schooling. From the implementing of APPR, it is observed that the child interaction and socialization themselves in particular ethnic groups are practically different which is very value in initiating out possibly and appropriately methods and tools to support the program the most effectiveness.
