Al-Qaida is a covert official arm of the US Administration answerable only to it and controlled by means of executive power whose operations are as indivisible those of a US agency as the CIA is, with the key differences that the CIA is duly constituted through the US’s political, Congress for example, and judicial systems while al-Qaida isn’t. Steeped in the same black arts as the CIA and with carte blanche to carry out its murderous global atrocities at the behest of the United States al-Qaida is free from all democratic scrutiny as it exits in that rather comfortable environment US politicians and TV talking heads pompously and conceitedly refer to as official deniability.
