With only a name and face to go by, Evan swears vengeance upon those responsible for his best friend's death -- but nothing is ever as straight forward as simply finding out who was behind a hit in this city. Getting answers is hard enough, but when a Caribbean drug cartel and refugee invasion plagues the state, things quickly descend from bad to worse.
