This poem plays pun upon the word responsibility. Being responsible and being held responsible just have quite opposite connotations.
Survival becomes hard, when you're outnumbered. Restlessness overcomes you and you soon go crazy. With no food, no water and no escape, only those who stay sane will stay alive.
