The Soviet Union, supposedly, is no more and now we have the Russian Republic or the Russian Federation.  Before it is too late, I have some suggestions for reform that should help the Russian Republic stay in existence.  First,  land reform should not be done by the sale of real property.  In western europe we had a long period of feudalism which placed the ownership of real property in the hands of the King and his earls and barons.This eventually was replace with a system where real property could be bought and sold.I suggest that what is left of the Soviet Union and the People's Republic of China should engage in land reform by having the State rent out variious propertys to private purchasers while legal title remains in the "king' that is the State.Next, all personal property, including clothes, tools, tv, etc., should be considered private property.There also should be a central bank with a Federal Reserve System, and Federal Reserve money should be used for workfare.In this way the State would pay all, or a large percentage of private workers/professionals, while the employment system would remain largely private.  Good Luck!
