In government bureaucracy as well as in large corporations, there can be some people who contribute little, have great authority over others and take unfair advantage of those they supervise. All to the detriment of the public interest, their fellow employees and the profits of the corporation by which they are employed.

Some government agencies harbor more than a fair share of such destructive and cold-blooded individuals.

They; spend most of their time in meetings where little or no work is done, are paid to talk, waste the time of much more productive employees and, then, take credit for the good work done by others who do not attend many of these same meetings.

They do little or no real work. When things go wrong because of their mis/malmanagement, the blame is misplaced on those innocent employees who do the real work. They are the victimizers, who harm and/or destroy the honest and earnest efforts and reputations of others who do what little real work is actually done.

They are more highly paid and able to misuse their authority. Because of this, many otherwise productive employees decide to aspire to be just like them. If only out of a sense of self-preservation. Though this seldom works. One predator seldom tolerates well the presence of another predator who might, one day, replace them.

All of this comes at the expense of wasted tax dollars and corporate profits. The victimized are seldom aware of what is happening to them and how they are being targeted. Even the most intelligent, educated and technically competent people can be naive about the social, political and interpersonal realities of their own work environments.

For example: Those who do not waste time in meetings are, often, unfairly attacked and discredited in the eyes of others who sit in these same meetings where a social and psychological "mob mentality" may easily develop. Moreover, innocent victims are not present to defend themselves from such destructive acts of slander and defamation. The result: losing their jobs in future downsizing and/or being passed over for promotions given to others who are less qualified and do much less real work.

When this situation becomes sufficiently severe, then outsourcing can start to take place. Eventually, the temporary consultant employees also become part of the meeting culture and craft. The only skill set recognized and rewarded by a corrupt and incompetent management class.

Sophisticated (that is; cold-blooded, emotionally indifferent, morally and ethically challenged/depraved) employees can "corner" their bosses, with non-work-related favors, so as to extract undeserved promotions and rewards which will, then, be denied to those who have actually earned them.

Not a pretty picture.
